But then there was ירידת הדורות and people were no longer so trustworthy, so no one wanted to lend money anymore. So הלל made a פרוזבל- a document that authorized ב''ד to collect the money from the borrower.

רש''י ח אשר יחסר לו- you don’t have to make him rich, but you have to give him what he used to have.
